Japan Budget Airlines Guide: Domestic Flights and Low-Cost Carriers
Japan’s domestic aviation market has expanded significantly since low-cost carriers entered in the 2010s, making internal flights competitive with — and sometimes cheaper than — the shinkansen for longer routes. Understanding which routes and airlines offer the best value helps travellers build efficient itineraries across Japan’s island geography.
Major Low-Cost Carriers
Peach Aviation (subsidiary of ANA) is Japan’s largest low-cost carrier, operating from Kansai International Airport (Osaka) as its primary base with routes to Hokkaido, Okinawa, Kyushu, and Tohoku. Jetstar Japan (subsidiary of Qantas/JAL) operates from Narita and Kansai with a network covering major domestic destinations. Spring Japan (subsidiary of Spring Airlines China) is smaller, based at Narita, with lower base fares but fewer routes. Skymark Airlines is a mid-tier domestic carrier (not pure LCC) offering competitive fares on routes including Tokyo-Sapporo and Tokyo-Fukuoka. All sell advance tickets online from around ¥3,000–¥8,000 for domestic routes when booked early.
When Flights Beat the Shinkansen
For routes over approximately 600 km, flights often beat the shinkansen on price when booked in advance: Tokyo to Sapporo (1.5h flight vs. 4h+ shinkansen), Tokyo to Fukuoka (2h vs. 5h), Tokyo to Okinawa (3h with no shinkansen option). Add airport transit time and the time advantage narrows, but the price case often remains strong. For medium distances (Tokyo-Osaka, Tokyo-Nagoya), the shinkansen wins on total journey time and station-to-city convenience. The JR Pass does not apply to flights — calculate both options when planning.
Booking Tips
Book 4–8 weeks ahead for the best LCC fares; last-minute domestic fares are expensive. Peach and Jetstar Japan websites have English interfaces. Luggage fees on LCCs are added separately — pack light or calculate total costs including checked bags. Narita Airport (NRT) requires more transit time from central Tokyo than Haneda (HND) — factor this into total journey time comparisons. Budget carriers operate from secondary terminals at Narita with dedicated LCC facilities. Seat selection fees, priority boarding, and meals are all paid extras; strip the fare to basics for valid price comparison.
Regional Airports Worth Knowing
New Chitose Airport (Sapporo/Hokkaido) is Japan’s third-busiest and has one of the world’s best airport food courts and shops — worth arriving early. Naha Airport (Okinawa) is the gateway to the Ryukyu islands, with connections onward to Miyako, Ishigaki, and other island airports. Kagoshima Airport connects Kyushu’s southern tip to both mainland Japan and to Amami Oshima. Matsuyama (Shikoku), Takamatsu, and Kochi airports provide quick access to Shikoku without the slow overland journey. Kobe Airport, operated from Port Island, is small but convenient for central Kobe and Osaka without the Kansai International transit.
